0. Download the zip package and get jetbrains-agent.jar first

1. Run the IDE and evalutate for free
2. Click IDE menu "Configure" or "Help" -> "Edit Custom VM Options..."
3. Append -javaagent:/absolute/path/to/jetbrains-agent.jar to end line
4. Restart IDE
5. Click IDE menu "Help" -> "Register..." or "Configure" -> "Manage License..."
Support "License server" and "Activation code":
1). Entry license server address: http://jetbrains-license-server (maybe autofill)
Or click the button: "Discover Server" to fill automaticly
2). Active offline with the activation code file: ACTIVATION_CODE.txt
If the activation window always pops up(error 1653219), remove jetbrains' domains from hosts file
If you need a custom license name, visit: https://zhile.io/custom-license.html

Got confused when I copied the download address. Hade to right click and copy the link instead of just normal select and copy.

PS. Instead of adding a JAR-file to the JetBrains product, is no one working on a key generator instead?
I for one prefer the jar file because it doesn't attract unwanted attention of AntiVirus programs. Running an exe (especially a 'patch') is always kind of scary because I've had bad experiences of Malware getting installed. But I guess, both types have their pros & cons.
I always use SandboxIE (http://www.sandboxi.com) to run any runnable program I don't fully trust.
Since I don't have the source that generated the JAR-file, I see it as a potential malware component too. But as
you say there is no clear solution to choose. They all have their pros and cons.
Tested on 2019.2.2 and working fine
for me, previously working, using license server or activation code, but since today, it not working anymore, if using activation code, "your activation code can not be validated (error 1653219)" and if I using license server, "cannot obtain ticket from http://jetbrains-license-server due to connectivity problem: Unexpected end of file from server
my firewall is turn off, my hosts file does not contain jetbrains domain
Make sure you edit the .vmoptions file in config folder as well as the bin directories.
thanks venom, I got some idea with your suggestion, I run my IntelliJ and WebStorm with administrator elevated, and it using vmoption on installation directory, and working
